CICS and MQ - Workloads Unbalanced!

In the past two years what was a rare issue has now become a common occurrence - CICS workload initiated (or fed) by MQ has become remarkably unbalanced. Reports of almost 100% of workloads being processed by one LPAR, when other CICS regions sit idle. Why is this happening? We are seeing a number of different causes, sometimes they are working together, to product this unbalance. If you have seen it in your environment, what causes have you identified?
