Well maybe it should. A careful and experienced MQ administrator may take 'too long' to define just a couple of queues, but that time is most likely spent in evaluating queue placement to meet all the requirements of a production ready application. Availability, responsiveness, and security requirements all have to be considered. And the impact to the existing production environment must also be evaluated.
